I am an American that has lived the past 10 years in Japan, and I was one of those who got the new iPhone 3GS this week.

I live in a more rural area outside of Osaka, and the process was quick and painless. Unlike last year when the iPhone debuted, they allowed you to make a reservation in advance. You went into a Softbank shop, and if they had not sold out, you filled out all the paperwork and they gave you a time to come in and pick it up.

Great idea, at my shop absolutely no lines, just people showing up at their reservation time to get the final paperwork out of the way.

Of course, last year, it was nuts. Long lines, from early in the morning, and long waits to get things done. And for me, the added pleasure of being told that since I only had a year left on my visa, the only way I could get the iPhone was to pay $800 up front, lol

So after six hours in line last year, I decided to wait till this year after I got my visa renewed. Glad I did, I love my 3GS!
